I've done cloud creation as well. Focus on the intent of a cloud forming. As long as there are other clouds in the sky, the conditions such as humidity and such should be sufficient to allow cloud formation.

I've messed with that as well, had success once. I intended to make the only cloud left in the sky bigger, but instead, ended up with a small oval cloud right underneath it.

Also, cloud busting is energy going from you, and cloud creation is energy coming into you. At least, that is what I felt the times I played with it.
