A group of people sending healing and positive intent to all around the world cannot be interpreted as someone feeling fear.

Sending healing and positive intent to all is very different from directing it toward any specific entities. In particular, negative entities.

In fact, my original question was more along the lines of- Why not just send love to all and let it figure out where it needs to go?

Love is intelligent energy, remember? It does not require our direction.
