I've spent many hours with these concepts and quotations, myself. The results I've ended up with are very similar to yours.
0. Unity/Infinity/OIC is.
1. Though a mysterious and unpredictable event, this Unity/Infinity/OIC becomes aware, which is a natural division within itself or a "distortion." Ra has called this "free will" or "finity." With this distortion comes the intelligence of the OIC -- though, of course, this intelligence was always latent within the OIC. Hence, upon the first distortion, Intelligent Infinity is borne as distinct from the substance of its creation, Intelligent Energy. At this stage, Intelligent Energy merely reflects the mysterious and chaotic unmanifest nature of Intelligent Infinity. There is not yet a creation, but only a directive to Create. When the OIC discovers itself, only then is it capable of asking the question, "What am I?" or, in hypothetical/chronological terms, "What could I be?"
2. Intelligent Infinity focuses upon a specific portion of Intelligent Energy, until this portion itself, through a mysterious and unpredictable event, becomes aware of itself. Free will begins anew, and the co-Creator/Love/Logos/Creative Principle, which represents a second distortion within the OIC, is endowed with the potential for greater diversity of creation than Intelligent Infinity alone because it has the concept of a double-split at its disposal. The primordial Intelligent Infinity, or the One Creator now aware, can only birth Logoi, which can be seen as the hand or mouth of the Creator. The Logoi, beings borne of multiplicity, can birth universes.
3. The Logoi observe within themselves a distinction which parallels that between Intelligent Infinity and Intelligent Energy: love/light and light/love. Thus, from the potential of love/light comes the manifestation of light/love, the universes. The mysterious and unpredictable event here is the plan which the Logos invents for its universe (or galaxy, or star-system, as the case may be).
Thus, as you have observed, each stage represents a functional part of the act of creation:
0. is the unity of creation
1. is the directive to create (or to know oneself)
2. is the plan for creation
3. is the manifestation of the plan.
Consequently, our disagreement lies here:
I suspect our disagreement is in vocabulary, though. I am distinguishing a directive from a plan. A directive is more of a goal or a central driving will. It is singular and as such lacks any significant content. When I was a child I had a feeling I would do something important/great. This directive has driven me for my entire life. But the plan for enacting this directive has changed numerous times (I originally thought I'd be a rockstar!).
Thus, I associate the plan itself with the Logos (whose substance is Intelligent Energy, which is now aware of itself), because it is the Logos that chooses how the specific experience will be had. The "plan in process" then becomes the other half of Intelligent Energy, which we know as Light. And in the course of this process, Light also becomes aware of itself and hence co-Creator with the Logos and with the OIC.
This is an interesting point because it entails that as we experience we ultimately have no choice but to balance. No matter what direction you move in, the end result will be that you become a balanced entity. I've also noticed that if an entity attempts to avoid becoming balanced, it will eventually be discovered that the returns of unbalanced actions will diminish. That is, unless you balance your energies, you will find that your experience yields less and less information to the Creator about the Creator. Hence, you will be able to manifest less and less Intelligent Infinity within your universe composed of Intelligent Energy.
