What is Possible in Infinity?

Is all that is possible in infinity actually manifest?

Or is All That Is simply in potential (except for what is obviously manifest in our Universe)?

There is no difference between potential and actual in infinity.  

That particular distinction only occurs when consciousness identifies with a particular manifestation or another.  Then, there appears a potential in relationship to what is "seemingly" kinetically manifest.
