control is about the allowance of certain actions, and the disallowance of others.  It's a selective suppression of the self which then manifests in outward experience by the enforcement of those attitudes via a hierarchy.

The outward expression of control (such as Genghis Khan) is just the external stamp of something applied to the inner soul.
