However, they seem to be saying here that simply because all actions are part of the Law of One, not all actions demonstrate an understanding of this unity. It's a very minor point, but why do you think Ra uses the term “major cycle” to describe the smaller cycles within the larger cycle?
I believe that pertains to the precession of the equinoxes where the 12 ages (minor astronomical cycles?) are combined and represent a "major cycle". Each age (2160 years) can the be further sub-divided into single degrees or 'generations'. That being a 72 year period. (mini cycle?). The Mayan calender calculates a major precession of being 25,920 years. David Wilcock & Graham Hancock speak briefly about it here

Why did Ra bring up crystals here?
I suspect that this was mentioned as an attempt to guide Don away from what Ra perceived as less important data. The study and appropriate use of crystals, rather than UFO detective work has greater relevance. If I am correct, Don missed this psychological nudge and so they were more forthright later on in the session with "We must state that this information is unimportant".

Yes it does. However further on in the material I do recall more info regarding Venus's current population that would shed more light on this. So with that in mind (assuming my memory of further material is accurate) I would re-arrange Ra's statement above into something like this. "We of Ra are no longer dwelling on our native planet".
