Due to growing thought-form distortions in understanding of the Law of One, the planet itself was seen to have the potential for imbalance.

Ra says later that this imbalance was the source of premature aging. The Confederation usually lets us reap what we sew, but here they seem to try to save us from a situation we created. Why is this case different? Why did they feel it was appropriate to intervene when it came to planetary imbalance and premature aging?

My view on this is "flexibility". I think considering the circumstances, that being the somewhat unique situation of Earth being a type of foster home for many cultures or civilisations. This may have some part to play with growing thought-form distortions. I interpret that to mean fear and separation. 

My view is that is that Ra felt that he couldn't let humanity degrade to the extreme. That would not leave humanity viable for graduation, in the Confederation's estimation.

Moreover, those who were not calling previously may, with great trauma, discover the answers to the call nearly simultaneously with their late call.

What does Ra mean “with great trauma”?

Pain and suffering. Or great sorrow.

My personal thought is that "great trauma" is synonymous with catalyst. And in the case of the situation marked by the quote, it is well-used catalyst.
