Don says “there is no action or experience” without polarity. Does this mean that there is no conscious experience without polarity? Does this mean that all consciousness have polarity, but are typically in the stages of rocking back and forth between them from experience to experience before choosing a path? Does this also mean that as a person polarizes in one direction or the other, their experiences become more vivid?
Yes I believe that does imply there would be no conscious experience because there would be no choices available, therefore nothing to contemplate or review. This is one of my weakest areas of study here but I am reminded of an earlier session, where the first primal distortion of Intelligent Infinity separating itself from itself, occurs. Don asks Ra if this was the moment that the concept of polarity, or STO/STS choice became possible and Ra affirmed the correctness. With no prime, illusory separation, Intelligent Infinity could only serve itself. Of course, the context of the quote pertains to 3rd density choices but it seems that this became possible prior to the existence of universes, galaxies, densities et'c.
To your final query Austin I would agree. My wording would be that they feel more alive.

How is the charge provided by applied free will? Possibly: Each moment we experience, we apply free will in our choice to interpret the experience in one way or another.
I would say that free will choice is wielding or calling upon the Power inherent within us, thus becoming charged. I would suggest that your re-wording is more the resulting processes that the provided charge or empowerment facilitates. This quote from session 10.12 has assisted my response here...

What is the purpose behind this mechanism? Why would this be a general rule if the purpose of our experience is “progress” in terms of moving through the densities? Why remove these conditions and thus decrease chances for progress to actually happen?
This reminds me of the saying "Life is harsh but fair". It does seem counter productive but I can only imagine that this is a very necessary contingency, given that, dare I say "choice is an absolute"?
How else can the Creator incentivize individualised portions of itself, endowed with free will that continue to reject, ignore or refuse to learn? This is why I believe that karma brings drama in increasing doses until we choose to begin the lessons of acceptance.
