In my opinion, developing indigo ray is essentially refining what we perceive as "will" and "faith".
If you want the bare bones simple nuts and bolts explanation, that is it. Faith is the shuttle, bridge, or "gateway" to intelligent infinity. It is intimately associated with the spirit. To exercise faith requires you to exercise your will and vice versa, so they are complimentary energies. There is also an intuition component to it which results from tapping into the shuttle that is the spirit, which can connect with different levels of being and knowing.
It requires an awareness of creator in self, because you come to an understanding that you are the creator of your own reality, and that reality and its catalyst are generated, created, and maintained through belief. But there can be many distortions of indigo energy. Atlanteans used indigo energy to create hybrid lifeforms that they used as slaves. Negative adepts use indigo energy for an increase in personal power. Adherents of all the worlds religions have recorded cases of their rare adepts who are so faithful that they experience mystical experiences such as levitation, faith healings, and divine visions. Even misplaced faith can be powerful, distorted though it may be.
Developing pure non contradicted faith is no easy peasy thing and definitely a life long pursuit, but I can't think of a reason why anybody couldn't develop it given enough time and attention. It just requires devotion to understanding and refining the ability -- just like anything else in life.
If you have pure faith, you can walk the universe with unfettered tread. Or perhaps, at least on water.
