Ra could also be referring to the ability to choose one's path/existence/incarnations across the various dimensions of experience available. Being freed from karmic chains. That sort of thing. The more one becomes in-tune with intelligent infinity, the more they become aware of the options available for having experiences, and can wisely choose between them in such a way that fits their overall spiritual goals.

I think it's important to keep in mind that Ra considers a single human life to be transient in the extreme and has a VERY 'big picture' perspective, at least relative to us. Whenever he speaks cosmically, I tend to assume he's referring to larger scales unless he specifies that he's talking about 3rd density existence. (But I could be wrong there.)
