Castaneda's books are very profound. The idea of moving the assemblage point to affect perception can explain a lot about perception and how the mind acts on the world. Actually, instead of acting on the world, one shifts their perception between different possible worlds, thereby choosing one action over another. This is why I don't buy Unity100's view of "infinity" (it's only mathematics?). In my view, which is very much influenced by Castaneda, the Infinity of the possible is much larger than the Infinity of the actual. The creator (the "Eagle") experiences itself through perceivers who, with free will, choose their perceptions by moving their assemblage point.
In this view I do not "will my arm to move". Rather, I choose a reality in which my arm has moved. It is the choosing of the path which is the willful act, not some firing of a neuron somewhere in the brain.
