No the Council is not of human origin. Some of them could be, but they are all sorts of things, some don't even have names, some don't even have bodies, some are energy fields.
Yes Ra exists outside of time so they are influencing things in the far "past" and far "future" because its all happening now. They would influence their 3D selves the same way they influence us, through knowledge that we ask for and not infringing on free will.
The council is available to all who ask for help, they focus on this solar system, its their responsibility that they chose.
Who knows how many councils their are.
