Is the Confederation about to make physical contact?

I just want to make a note that from my limited vantage, the "benevolent weather manipulation" event has completely devastated my community. To me, benevolence would be to just stop the weather manipulation all together - I mean, if the drought was engineered, in theory just ceasing the manipulation in California should alleviate it, right? Instead, we're creating more extreme events that have further and severe consequences down the line. I wish I could believe this was a victory, too, but victory to me would be allowing Gaia to have Its atmosphere back so that It can decide what weather is prudent, as It had successfully done for four billion years. Humans are too myopic to be playing with the weather as we do.
