IMO everyone perceives others' aura info, but the most of us lack the ability to translate the data into a glow around someone they are looking at. We see not with our eyes but with our mind, which uses data from the eyes. The "aura" data gets in by another mechanism, which I call veil piercing.
Chances are that you see a person for the first time and have a nearly immediate first impression that really comes from data through the veil, although you might think that it was their eyes or their expression or what they said.
