BlueOnes .... I'm sure someone more learned than I here can provide quotes directly from Ra or one of the other channeled groups studied here and I hope they do. Your question is one that's been asked as long as there's been compassion/suffering in the world.
My initial response is only to say that as (perhaps) Brothers and Sisters of Sorrow, we ARE here to alleviate suffering on the planet - and do. You are in a position, now, to not only send prayers/light/love back in time (there is no time, afterall) to that boy as he was/is suffering in the body, but also send heart-light to his soul to ease the traumatic impact of the experience so it can be just 'experience.' If you are still compelled to ask 'why didn't someone do something?' your only real question, then, is to ask, 'why am I not doing anything now?'. This is not to say that you SHOULD do anything, just that you have the choice/opportunity to do something, and, if you don't, to examine yourself in the now ... a 'know thyself' opportunity!
You are an infinitely powerful being of love/light. Even if you don't know that now, it can't hurt to act 'as if' and in turn, empower your self and those in your circle of influence in loving service.
