I think they are less incarnating in to the Earth than from the Earth itself. I've had several impressions from this quote. The first locations that came to my mind were places such as Stonehenge that were clearly used for sacred purposes and various magical ceremonies. The next was a favorite hollow in a woods I used to visit as a child. The area truly felt charmed and although my brothers and sister and I were the only ones that visited at the time, one could feel a sense of personality and charisma about it that obviously predated and postdated our visits.
What I found most fascinating to consider though, is the question of what happens if / when the resulting 3D entity encounters the location from which it sprang? One would imaging a very powerful feeling of attachment would result. Then again, it may be that such sparks of consciousness always experience their 3D incarnations on other planets in order to avoid just such a situation...
The universe is full of wonder and mystery isn't it?
