I'd like to chime in on what I think this quote means.

I think Ra is saying here that the social memory complex is caught up in deceiving itself as a complex and therefore muddling up its ability, as a social memory complex, to, as they've described it, grasp and point the needle in a single direction.

As I read it, the "This" that further muddles the vibratory nexus of our social memory complex is the fact that "these devices are not intended for the service of mankind, but for potential destructive use."
