I do not interpret in reading the passage as 'reverting' in the sense you explain it. It is more like a pull to orange characteristics accentuated by lack of yellow characteristics at the planetary level. Obviously these will increase as descendants have bodies that look like ours nowadays but are/will become 2d . Reincarnations on these bodies then won't be from 3d. But this is somewhat concentrating in a possibility that may not occur.

The real question is why can this time lateral be maintained and this relates to current conditions.

These orange characteristics exist today in a population that should have more green or at least advanced yellow, due to economic conditions/governmental oppression, etc. The basis of which are explained in this channeling form Q'uo.
