By the sound of it you may have the demodectic mite variety, reports I have read say that 90% of teenage acne is caused from this. To know for sure you would need to be tested, but the telltale sign is here, the concentration around the cheeks. Benzyl peroxide shampoos are what is suggested for dogs with [their own variety of] demodex as well. You are very correct in picking up on the fact that this is a temporary, topical solution and does not address the root problem; a weakened immune system.
Step one, is always to boost the immune system.. a compromised and/or not yet fully developed immune system is the avenue in for all illness and disease. I would suggest focusing your attention here first, and then complimenting this with topical aids. Boosting your immune system means making changes to your diet and lifestyle. If you are truly serious about resolving your problem, which is likely to worsen over time if you do not, it means eliminating sugar, flour, caffeine, nicotine, fast food, etc.., and eating more 'green'. I might also suggest, in the case of demodectic acne, considering ingesting [*food grade] DE, diatomaceous earth, along with sufficient daily water intake.
There are many topical aids you might consider, lavender, tea tree, and/or clove essential oils, mixed into a carrier oil, such as coconut, sweet almond or neem -to name a few. I would also suggest showering daily, never going to bed without washing your face [this includes the nasal passages and ears], and changing your pillowcase daily.
There is much more we could go into, but perhaps this is a beginning.
