Cloudbursting is a hybrid aerokinetic/atmokinetic ability in which any cloud formation which a being gazes at dissipates and ultimately vanishes; it is a capability which is not exclusive, thus it is one of the foremost primary affirmations of an individual's ability to utilize one's mental prowess to actively and tangibly affect "physical" reality. Absolutely anyone and everyone can accomplish this!
The principles and machinations behind this psychokinetic ability are as such:
