The problem is that wall street companies are using it to run their high frequency trading algorithms at the fastest possible speeds.

Quantum computing isn't available to the public yet and won't be for many years, I believe Wall Street companies just use regular computers. Restrictions are starting to be placed on high speed trading around the world including Germany and Canada, the US should follow suit eventually.
The problem is that HFT is responsible for something like a quarter of the profits that NASDAQ makes running the market. And is something like 80% of all trades. Unwinding the wash trading and nickle and diming that is HFT, too big fail does. Small markets making moves against HFT is one thing. Until it hits the city of London or Wall St. all its going to do is push the action into other exchanges.
