That's pretty exciting, seems like it's actually on its way. All of this based off of technology which takes advantage of some quantum mechanic that isn't understood at all?

However, no one including Heins has yet been able to create a practical application for the technology. He has been able to create demonstrations which suggest that practical applications would work. The demonstrations have been vetted by scientists and professionals for obvious oversights. But the lack of a rigorous explanation of the demonstration means there still might be one or two variables which have not been accounted for.
Companies that wish to use his technology would only have to pay if it was successful, so the risk on their end would seem to be a rather small investment for research and experiment.

The real question is...why does an open bifilar coil above a given threshold frequency dramatically increase power draw? And then why does shorting it bring it back to a normal range?

My theory as to what is occurring is as follows. The high voltage (~1.2kV) on the open bifilar config causes an electro-static current to flow between the windings causing a substantial open circuit back-EMF. Then when shorting the coil the high voltage goes to zero and the artificially induced electrostatic back-emf goes away. As load is added regular back-EMF from actual current in the windings occurs demonstrated by the increasing Pin.
The voltage/electro-static potential on the open bifilar is high enough to cause substantial amounts of ozone to be produced through an air ionization process.
