The wheel of fortune generate catalyst that agitate the lower triad. The bones as Ra puts it. The higher chakras are of a...creative/personal nature. Coming from the spirit complex. The unmanifested self

This is also Ra saying subtely we are all one, as where does all potential come from, were does all catalyst come from? The one.

This is also a future tarot hint for Don. As who is the supplier of both negative and positive experiences?

In my opinion Ra is talking about the significator, when he says that which offers both positive a negative experience. Its what marks things as significan/insignificant. Which is the same as bias, when there is no bias, but The State of The Creator.
