I believe that a percentage of 4D negative entities switch after their cycle because, after learning the lessons of love of self, they come to realise that their justifications for controlling others aren't valid, and they are no longer grounded in the negative polarity.
I'm not sure if this polarity switch means that love is what everyone desires, as this could also simply be a culling of negatives, where only those who are completely serious about being negative will continue.
I wouldn't think so. Wanting good things for yourself and your kin is a natural and healthy desire. We do it all the time, and what could be more amazing than the prospect of moving into 4D? Our bodies and personalities evolved so that we could survive and thrive in our environment, and part of that means obtaining resources and opportunities for the self. There is no reason to suppress such desires, they are part of our make-up. That doesn't mean we also don't share what we have, or wish abundance for everyone else as well. I don't think people are grasping the great self-discipline and sacrifice required for an STS entity to succeed in their choice. Partial control over others is easy, near total control of others is immensely difficult.
I feel as though I have spoken enough about the STS path in my recent posts, so I wish to turn it over to the STO path.
When I think of what it is like progressing on the STO path I think of the below analogy (but keep in mind that no analogies are perfect). Progressing on the STO path is like how our experience of Christmas usually changes as we age. When we are little children we are so excited the night before, thinking of all the new toys and surprise treats waiting for us under the tree, we can barely sleep as it is all we can think about.
As you age you get much less excited about the presents you receive. You realise that the older you get, there isn't much that tickles your fancy, and if there are any objects you truly wanted, you probably would have gone out and bought it with your own money already. But you still manage to love Christmas because you now discover that the real joy of Christmas is seeing the children's faces light up, seeing family and friends enjoy the scrumptious meal you helped to prepare and seeing everyone giving a good ol' belly laugh at the lame dad jokes said across the table. Of course all those things is what makes Christmas special for children as well, but their immature excitement prevents them from realising that opening presents to an empty room is nowhere near as fun.
We can extrapolate from this to say that STO is not about deciding that your needs and preferences aren't as important as other people's, it's realising that as time goes on, what is not needed falls away, your preferences become more flexible or transparent, space is made for the true joy of sharing love, and true sorrow is with those who cannot share in this joy. I think if you can relate to this analogy and experience it universally in your own life, then you may be close to achieving (and maybe even superseding) 51% STO polarity.

Ra: I am Ra. We may not use examples of known beings due to the infringement this would cause. Thus we must be general.
The negatively oriented being will be one who feels that it has found power that gives meaning to its existence precisely as the positive polarization does feel. This negative entity will strive to offer these understandings to other-selves, most usually by the process of forming the elite, the disciples, and teaching the need and rightness of the enslavement of other-selves for their own good. These other-selves are conceived to be dependent upon the self and in need of the guidance and the wisdom of the self.
