Because. Due to the inner workings of the Orion group and its approach to ruling it is better to use the term Umpire than Empire as it is a rulesetting body in relation to the rules beneath it instead of an actual government body. Therefore. One might call the Saturn Council a "umpire" or "governing person". As much as you could call the Orion Umpire a "governing person" or "idea".
Though as the Orion's are referred to as Crusaders more than once it clearly denotes their secondary role as conquest which resolves their sound complex description.
