When will the Quarantine of Earth be lifted ?

It's almost as if 3D Earth was a "special school" for spiritually impaired children who haven't yet learned to take responsibility for their own life's choices. One would think that after 75,000 years of catalyst at least half of the population would have learned to make The Choice by now, but this is not the case.

Why decide to keep coming back to this earth?

Why not go somewhere else where it's possible to learn through less 'limitations'?
