Yes, it's called confirmation bias. But more than that it is also fraudulent behavior. Since the author is presenting themselves as an "authority" on astrology, and giving their "professional opinion" on a subject which is seemingly important to many people.
Yet you and I, and I'm sure anybody else who has read a basic text on astrology, can see that this author doesn't really know what they are talking about.

Oh right, that one.

I think the view actually supported by the material is that polarization is not as intense, and takes a back seat to other things, in the higher densities.
