That does seem to be the general narrative from the perspective of those using the 'shift' idea as a catalyst for introducing desired change. It's almost a form of cargo cult idealism, where somehow something is now being offered which can be leveraged by framing conditions in a certain way. For example the notion of positives taking over and negatives being on the run.
