It's 51% of all intention, all summed up. (not divided by lives or time or anything like that)
There is a choice of whether or not to go on to 4th or to remain in 3rd and continue to help others. You don't have to wait for the harvest; it's just that at the harvest, there will be a whole lotta graduations.
