Ho hum, here was alot of popcorn spilled. The trails of the eaters are everywhere =).
The scientific approach to a subject is letting the accumulated research free to be reviewed by peer community. To disencourage peers in itself is problematic. To warn about the dangers of these practices (and to do them on your own) is probably healthy. Also to release information on How to do these things with your own groups are healthy.
Research about a certain type of viruses, for example, can never be the property of a department of immunology. However, a designed virus could be protected if you've patented the mutationn but then you'd be a). Creating your own contact (i.e. probably not Q'uo) and b). Walking into the borderlands between STS/STO.
