It is a fine line indeed, if there is a line at all, and I just think you would do well to contemplate it, if you are going to use it as a defense for telling others whether they are right or wrong.
I know you dislike vagaries so I will try to be a bit more specific for you.
"Level of competence" implies a hierarchy of ability. I am also reminded of the adage that a wise man is one who knows that he knows nothing.
