The one who would know is whoever is involved in the promoting process. It's the same as would happen in any job. Whoever is best for the job is the one for the job. For example, let's say that the party leader is, in some way, deemed ineffective. Then that person would step down, and the more qualified person would take his/her place. If the person doesn't step down then the person would be removed by force.
I didn't understand your second question. If you could explain. If I understand your question, the masses are simply the people who elect a politician without having all of the information. And politicians pretty much always start out not really knowing what they're doing. But the main thing is that it's all just a popularity contest. The leader should have a remarkable personality (so that the nation takes on the personality of the leader), but the decisive factor is how well the person leads. If that person is not qualified, then that person is out of there on the next day.

It doesn't really matter where the person starts. It all depends on how worthy the person is for the job. Ideally, the person should start out at the very bottom so as to gain the most experience. But it's not really possible for everyone to start at the bottom. Those in a leadership position since the beginning wouldn't start out at the bottom. But, either way, if that person is not right for the job (like I said before) then they would be replaced. It would be best if the leaders could be sorted into the adequate position before the party takes a hold of the country. But the party should ideally work into a position of leadership in the respective nation the way any party (communist, green, etc.) starts out. It should all be legal in the first place. And then when that party is elected into power, that's when the party takes the opportunity available and takes hold. I don't believe in a forcible revolution.
