In Journey of Souls, Michael Newton says on page 160: "The foundation of the spirit world is a place of knowing..."

So this tells me that even 3D time/space you understand.

But Ra said that 3D is not a place of understanding. How can we reconcile this statement?

When you die, you do not become all knowing.  If you are 3rd density before death, you are 3rd density after death.

However, all knowledge exists in the spirit world, and after incarnation, you no longer have a barrier to remembering your previous incarnations and/or life in the spirit world.  Thus, the spiritual channel is then much opened due to the lack of necessity of the forgetting characteristic.

And what I mean about all knowledge existing in the spirit world.  It is like the internet times infinity.  You can access information on any subject in time or space.  Granted, you will still be looking at information from the 3rd density perspective, but the cosmic internet of the spirit world is an awe inspiring resource for any developing consciousness. I'm not saying there aren't limits or barriers. Some knowledge is detrimental based on our level of development and would actually retard forward progress. You likely won't be allowed to look into your own future to any great extent. Don't want to spoil the punch line or vagaries of future catalyst.
