Ra says Gandalf was individualized in previous incarnations, but continued to incarnate as a cat. This makes him rare of his species, but rare is again relative.

Did Ra actually say it was rare? I've seen it happen with several of my dogs and cats, who reincarnated again in our family.

My pets have reincarnated with me, too, potentially post individuation, but of course you can't know that part for sure. Either way, what Ra says is metaphysically rare levels of consciousness in 1984 most likely means it's been happening with increasing frequency since.
