As I see things...
The 3D 'physical' world is INCREDIBLY chaotic, and emerges as it is from a bewilderingly huge number of semi-random underlying elements and activities which all contribute to creating and maintaining the illusions around us. And it's made even more complicated thanks to the existence of what we'd call quantum forces that create a near-infinity of possible outcomes for any action, all of which co-exist simultaneously.
Or as Ra put it (16.53): You may consider any possibility/probability complex as having an existence.
Planned lessons do not involve actions and events because actions and events in third density CANNOT be planned for in any detail, no more than someone walking into a casino can truly plan for certain numbers coming up on a roulette wheel. The things Ra lists -relationships and larger societal situations- are basically the limit to what a pre-incarnative entity can reliably set up in advance. Otherwise, they can attempt to slightly tilt the odds in favor of particular events occurring... but with no actual certainty that they will occur, nor any way of guaranteeing that their incarnated form -with its own free will- will react to them in the desired way. And as I gather it, the more specific the desire, the harder it is to deliberately make it happen.
Then the entity jumps into the malestrom while merely hoping things go somewhat to plan.
