To moi, it feels as if the upper channel has a superstructure to support psychic confabulation, whereas coming from underneath, the support structure is set up to accommodate elemental energies, not refined ones, such as thoughts. The context of the quote has to do with a disincarnate being attempting to sabotage psychic communication, and this is fairly refined stuff.
