If psychic people can only be STS, I may as well go flag down an Orion ship right now. Psychic abilities are simply manifested soul potential. Anyone and everyone could be psychic if they underwent the process that leads the the development of such abilities. When the time is right and the seeker has reached the right point in his/her evolution, different abilities bloom like the buds of a flower. It is a completely natural process. I was born psychic, able to see ghosts and the like as far back as I can remember. It seems like it'd be a little unfair to label a little kid negative just because they were born with enough sensitivity to develop psychic abilities without even putting forth effort.
Now, how you USE those abilities is another thing. Obviously, using them to manipulate and control others would be a STS tactic. Using them to help your fellow man would be STO, though at times the line becomes very thin. If you help someone when they did not ask for help, there is the chance you could be keeping them from learning an important lesson in life, and it can overstep their free will, even if the intent was to help. It is a very delicate process, and often comes down to individual cases and your own discernment. Ultimately, it is your own discretion and the decisions that you make that build up or tear down the polarity. The abilities in themselves are neutral. They can be compared to tools...you can use a wrench to fix a car or crack someone's head open, but the wrench is not responsible for what you do with it.
