Really...can you name incidences? Even down here in Texas, the decision to close a school last week was local one. Its since opened back up as of last Tuesday.

An explanation of W.H.O. procedures. The language is plain...WHO will advise, recommend, provide guidelines ect... Nowhere does the language even remotely suggest any type of forced compliance. The WHO doesn't have that authority. Nor any way of enforcing their edicts on any country.
