Ra has stated they weren't allowed to interfere in any previous nuclear blasts. They've also stated that there are currently 2D, 3D-ready body complexes available on Earth built to withstand nuclear fallout from a disaster exactly like this, which only means they wouldn't stop something like this. (What βαθμιαίος and Raman are both referring to)

Q'uo has stated that while we may be safe from any sort of "natural" cataclysms as a result of energetic manifestation, we aren't free from any human-created cataclysms and stated very specifically they wouldn't interfere.

On top of all that, it's a matter of free will. They wouldn't interfere simply based on the fact that if we choose to destroy this planet, stopping us would be abridging free will, and that is not something the Confederation does. They will not save us from ourselves...

Touching on what Zenmaster says, viewing them as some sort of savior is precisely the attitude that will hinder interaction with aliens beyond the current system. They will not interact with us as a society until they are sure that they will not be viewed as any sort of gods, saviors, superior beings, etc.
