I had the same thought initially, thinking that Marduk is "Nibiru" and Maldek would be of the Anunnaki. This doesn't seem to be the case though, it seems Maldek is unrelated to all of this. My Sitchin isn't very good but my understanding is that he thought the Anunnaki altered human DNA to make us a slave race to help mine precious metals that the Anunnaki needed to stabilize their atmosphere after some technology-caused catastrophe. They supposedly put "Kings" in place to rule over the slave race of humans and act as intermediaries to the Anunnaki.
Ra's account is slightly less sinister on the part of the Anunnaki (Or Anak as he called them). He claims the Anak worked with Yahweh to try altering our DNA in a way that would be more conducive to the exploration of the Law of One (Both Anak and Yahweh were of the confederation). However, the Orion group was able to distort these altered beings into taking an elite role over the normal humans, as they were stronger and more intelligent. These beings were misunderstood to be the "Appointed Kings" put in place by Anak, when in fact they were an unintended consequence.
Ra denotes this as the Orion Group's first major inroad to our planetary complex. One could extrapolate this to then be the foundation for the current state of a ruling elite.
Maybe if this wouldn't have happened I wouldn't be so broke
(As for Marduk, it seems he was either one of the Anak entities or one of the altered beings)
