Why would higher density entities of the STO persuasion need to organize themselves in councils and hierarchies? Military style, with titles and roles.

This just isn't an accurate depiction of a social memory complex. It's a correct depiction of an attempt to simulate a social memory complex from a 3d point of view.
The council of nine mythos clearly follows such an external hierarchy. And is known to be invented by the CIA. Draw your own conclusions...
Ashim, you claim in an interesting "chain of logic" that an occult society will take away your free will. Yet you at the same time have no problem of proxying all your requests through entities and councils who will then debate and decide for you what to bring you. As opposed to you going out there and getting it yourself.
An occult society is not about subscribing to another man's point of view. That's main stream religion and a lot of these shady internet "truth" speakers follow the same logic. An occult society is simply what the word says, a society of people involved in the occult.
The reason it's called occult is simply that if you'd walk up to a random person on the street and tell them the occult lore they'll call you nuts. And in the old days probably get the inquisition on your back.
Now I stated that I come from an occult background, meaning I've met and worked with a few of these guys. I am not a member of any society. Certainly not of any secret ones.
