Are you referring to Harvest?
We will experience the global changes, but not full-on 4D 'till death.
Basically, we get the OS upgrades, but our 3D hardware isn't compatible with fill 4D. We get the energies but not the body, in this incarnation.
Plus, the 'upgrade' waves aren't done yet. Those capable of receiving them, will.
There's another one on 12/21/2012, and possibly another, I think.
Then, the window is closed and you get to rock 3D for another 20,000 years (as Randy Savage would say) OHH YEEEEEEAHH!
