4D-ers can lower vibrations (I believe that's how) to become visible to 3D.
So, there could be simultaneous 3D-4D separated existence, but but here or now.
I think it has to do with this planet's quarantine. We're under a pretty tight seal, it takes a damn good reason for the Confederation to lift this fence.
But, don't stop reading there, I would say. Quarantine doesn't mean that we're all idiots here - this planet is in a very important time, and the intensity of catalyst makes it very unique. It's a pressure cooker-boot camp kind of place. For a reason, as well, this isn't our first try at 3rd density.
But that gets into the far past, that's another topic.
