usually a critique is based on an understanding of the thing being criticized for the purpose of discovering disparity or weaknesses in perceived vs possible understanding, ability, performance, etc. Whereas a complaint is usually a more situational, personal feeling-based reaction to a disparity between perceived or expected needs vs some current condition where these are unmet or unsatisfied.
