What about wanderers?  If there were 65 million in 1981 and many were from Ra, then the 352,000 could mostly be from Ra themselves (assuming wanderers count as "from planet earth").

I think this is probably the majority of answer of the OP. 

However, that doesn't make 100% sense to me... Why would Ra include wanderers of their own social memory complex in that number? That seems like they are saying they are calling to themselves. I think even if that is true, there has to be some people who are 'calling' to Ra that are not Ra wanderers. I really doubt most people calling to Ra, wanderers or not, would know them by name due to the veil of forgetting. So perhaps they are calling to their general 'vibration', as someone suggested.

Apologies as this is a bit tangential, but since someone mentioned it, what is meant by 'vibration' is a 100% unique identifier of an entity. It can not be faked and is not anything like a verbal or visual representation of a name. In fact, it is more like a smell, except each entity is unique. There is no word in this language (and likely any Earth language) that perfectly describes this concept. The closest we can come is by borrowing the word 'vibration' or by simply calling it a 'telempathic' name/identifier.

Unless you are dealing with entities such as ourselves that developed an almost exclusive vibratory-sound form of communication, names are not even necessary and are often not chosen at all. A famous example of this is the channel Bashar. The entity from that channel did not have a name, but it chose "Bashar" (meaning 'messenger' in Arabic) for our convenience so we wouldn't have to refer to them as "hey, you!".
