These kind of clouds are called Mother of Pearls, or nacreous clouds. They are very rare, and mostly seen on the northen part of the earth, in the middle of winter:

The gap between Europe and the United States. This gap between these two tectonic plates is riddled with faults, valleys, volcanoes and hot springs. The plates are pulling apart at about 1 inch per year:
